Jane began her law career in the Bay Area practicing environmental law and land use litigation representing private clients, citizens’ groups and homeowner’s associations.  On moving to Colorado, Jane joined the Boulder City Attorney’s Office where she served in various positions, including deputy city attorney (1980-1990; 1991-1997) and acting city attorney (1990-1991).  Her primary areas of responsibility were the advising the Planning and Zoning Boards and the Urban Renewal Authority, real property acquisition, housing, municipal code revision, administrative law and land use, with an emphasis on annexations, comprehensive planning, historic preservation, flood control and natural hazards zoning.  She expanded her local government law experience with the Westminster City Attorney’s Office, serving thirteen years and adding election law, PUC experience, and franchise negotiation to her background.  Between cities, Jane represented a variety of clients including the Colorado Arts and Crafts Society and Colorado Preservation, Inc.  She is a member of the Colorado and California bars.
