Malcolm M. Murray, Of Counsel
Mr. Murray’s practice has emphasized land use, zoning, eminent domain, and urban renewal law, including extensive litigation experience. He has represented both governmental and private clients in eminent domain actions, as well as acting as general counsel and special counsel to several urban renewal authorities. He currently is principal attorney for the Westminster Economic Development Authority in its development of the Downtown Westminster.

Gerald E. Dahl, Partner
Since 1976, Mr. Dahl has practiced in local government law, dealing with all aspects of land use, annexation, personnel, governmental operations and water rights. Mr. Dahl is a past general counsel to the Colorado Municipal League and to the Northwest Colorado Council of Governments. Mr. Dahl represents municipalities and counties in general government matters and in the planning and development of land. His practice in this field is statewide. He has authored numerous complete land use codes for municipalities and counties. He specializes in annexation and land use code diagnosis and revision to implement planning goals. He is a frequent speaker on land use, ethics and local government issues.

Thad W. Renaud, Partner
Mr. Renaud’s practice focuses on the general representation of municipalities, with an emphasis in land use law and litigation. Mr. Renaud currently serves as the town attorney for the Town of Frisco, the city attorney for the City of Edgewater, and as special counsel for the Beaver Creek Resort Company. Mr. Renaud has also served as special counsel in public law matters for a number of other Colorado municipalities and special districts.

Carmen Beery, Partner
Ms. Beery’s practice has focused on local government representation since her admission to the bar. She has served as city or town attorney to several Colorado municipalities and private entities and individuals with state and local government issues. Ms. Beery advises clients on uniquely municipal issues such as zoning and land use law, sales and use tax matters and TABOR.

Joseph Rivera, Special Counsel
Mr. Rivera represents local governments in employment, condemnation and urban renewal matters, as well as other types of litigation, trials and appeals.
Mr. Rivera’s has been a litigator since his admission to the bar. As a first chair, Mr. Rivera has tried more than 40 jury and court trials to verdict in federal and state courts and has represented local government in dozens of administrative proceedings.

Nicholas Klein, Associate
Mr. Klein regularly provides general municipal advisement to the Firm’s clients and serves as Town Prosecutor for the Town of Frisco and Town of Mt. Crested Butte. Mr. Klein has experience in the areas of municipal election law, liquor licensing, land use matters and litigation, Code enforcement, and business licensing. Prior to joining the firm, Mr. Klein interned for Judge Christine Arguello at the Colorado District Court and clerked in Xcel Energy’s general counsel office.
